Why do some colours cost CNY 24.00 and others CNY 35.00?

The two price levels are two different bodies, not a colour premium. The Y32 non-cooling body in graphite grey or snow white is CNY 24.00 per piece; the Y31 ice-cooling body in rock grey, apple green or ivory yellow is CNY 35.00.

What do 199 settings and the display give a buyer?

Stepless adjustment across 199 steps with the current step shown on the digital display. That is far finer than the three- and five-speed fans in the same price band, and it lets one unit cover both a light breeze and full airflow.

Which version actually has the cooling plate?

Only the Y31 body. The two Y32 colours are airflow-only units at the lower price. If a range needs one cooling SKU and one value SKU, this model supplies both without adding a second supplier.
